Get Problem Template
POST /public-api/publicapi.v1.ProblemTemplate/GetProblemTemplate
Required scope: problem_template:read.
Requires the actor’s content-template read access. Archived, missing, or foreign
templates are not returned.

requiresCustomer is true when the template has advanced tasks. Those tasks’
configuration is not exposed. Manual tasks report hasLinkedAction without
revealing action or flow execution configuration. Each child collection is
bounded to 100, task bodies to 2,000 characters, and description to 20,000.
Check truncated and complete task counts rather than treating bounded detail
as a full export. There is no detail pagination.
Use the template ID with Create Problem. Its explicit title is preserved and additional tasks append to inherited tasks.
