Create Document Template Draft
POST /public-api/publicapi.v1.ContentTemplate/CreateDocumentTemplate
Requires settings write access and document_template:create.

landscape. Creates a blank, single-page PDF draft with fixed 20 mm top/bottom
and 15 mm left/right margins, no rows or content.
Returns template metadata with draft revision and unpublished flags. It does
not generate a PDF, publish a version, or assign a template to a flow. The public
contract accepts no content, layout JSON, custom inputs, arbitrary configuration,
draft edits, or publish command. Use document settings to author the draft.
Creation is not idempotent; inspect the catalog before retrying an uncertain result.
